Get Help with Your Energy Bills: Utility Assistance Programs in California

If you're trying to stretch every dollar and your energy bills are adding stress, good news! California offers several income-based utility assistance programs that can help lower your costs.

These programs are not managed by California Department of Community Services and Development (CSD), but they’re still powerful tools for keeping your home affordable and energy-efficient.

1. CARE – California Alternate Rates for Energy

The CARE program helps qualified low-income households cut their energy bills by 30% to 35% for electricity and about 20% for natural gas.

  • What you get: A major monthly discount

  • Who qualifies: Income-qualified households

  • How to apply: Through your utility provider (PG&E, SDG&E, SCE, etc.)

If you could use a little extra help, see what benefits you can claim here.

2. FERA – Family Electric Rate Assistance

Not quite eligible for CARE? The FERA program offers a modest 18% discount on electricity bills for families just above CARE’s income threshold.

3. ESA – Energy Savings Assistance Program

Want to make your home more energy-efficient for free? The ESA program delivers no-cost weatherization services to eligible homes.

  • Services include:

    • Insulation

    • Energy-saving appliances (like fridges and furnaces)

    • Caulking, sealing, and weatherstripping

    • Low-flow showerheads and more

  • Who qualifies: Households that meet CARE’s income guidelines

  • How to apply: Through your utility company
